Value engineering has a bad reputation because it is often applied too late, when the only remaining option is to delete scope. Applied during design, it is a systematic search for the same result at lower installed cost.
What it actually is
A structured review of each major system, asking what function it performs and whether a different assembly, material, sequence or procurement approach delivers the same function for less money over the life of the building.
Where the savings usually are
Structure and foundations, mechanical and electrical systems, envelope assemblies and site work typically hold more savings potential than finishes, because they represent larger dollar volumes and have more viable alternates.
- System alternates: a different HVAC approach with equal performance
- Material substitutions with equivalent durability and shorter lead time
- Simplified details that reduce labor hours
- Sequencing changes that avoid premium-time or double handling
- Procurement timing that avoids expedite fees
Timing determines results
During schematic and design development, alternates cost drawing revisions. After construction documents are complete, the same alternates cost redesign, re-permitting and delay, which frequently erases the savings.
How options should be presented
Each option should carry its cost delta, schedule impact, performance or maintenance implication, and a clear recommendation. Owners should be choosing between documented trade-offs, not approving a lump-sum reduction.
What value engineering should never be
Quietly downgrading specified products, deleting scope that will be needed later, or reducing contingency to make a number work. Each of those returns as a change order or an operating cost.
